The correct form you are looking for is actually "Illinois's" - the possessive form of nearly any singular noun simply adds an apostrophe and "s," even if it looks funny. With that said, no one actually follows that rule.

Since I, too, have a degree in this 'crap,' I have to disagree with you. Illinois is a proper noun that ends in 's'. Therefore, as awkward as it looks, Greg has it punctuated correctly. I think a better solution would be for the sentence to be re-written, though, to avoid all the confusion. :)

Well I don't know who is right. I was whole heartedly ready to agree with Rob as I know he knows 1000x more than I do about grammar, but now anonymous Grammer person has a different opinion. Currently I am inclined to go with Rob since I don't know the other person. :)

Well, to be honest, the rule I refer to is one of those antiquated "who the hell cares?" rules, like the difference between "who" and "whom" - so, I'm almost inclined to say it doesn't even matter what the rule says because no one follows it any more.

But, don't get me started on the difference between "since" and "because." Holy crap, that could be a war.
